Lure Item Maximum Compatibility in Nether

I've been fishing fine in a Soul Sand Valley with a diamond fishing rod (Lure 3), as well as using the Simple Lure(+1 Lure), and the Soul Lure(+1 Luck, not Lure). I got lucky enough to get my hands on a Golden Fish(+1 Lure), but it seems as though when I use more than 2 of the above mentioned items, I'm unable to catch anything at all. If only 2 of them are in my inventory, I fish normally, if all 3 are in my inventory I don't catch anything (in the nether) whatsoever.
Due to the bug I described in #96 the bonus Luck from the Soul Lure is also added to Lure, meaning with all three items and a Lure 3 rod, you're being pushed to Lure 6 (at least in a Soul Sand Valley), which even in vanilla Minecraft breaks fishing.
