[Bug] Last hold/laser tick is skipped with high offset

Describe the bug
Last hold/laser tick is skipped with high offset which can result in a 0 near UC

To Reproduce
Steps to reproduce the behavior:

1. Go set your general offset to 200+ms
2. PUC a chart that ends with lasers or holds
3. Get your 0 near/0 miss 0999 score

Expected behavior
It should get me a perfect score (10000000)
