`populate_rSFSW2_project_with_data` has several issues

• passes argument actions as argument to function update_todos, but actions is not local to populate_rSFSW2_project_with_data
• if SFSW2_prj_meta[["sim_size"]][["ncol_dbOut_overall"]] and SFSW2_prj_meta[["prj_todos"]][["aon_fields"]] don't exist, but everything is fine otherwise, then the code doesn't set them --> add a dbOutput status tracker
