Issue description:

Excavation Blacklist/Whitelist Overwrites Lumbination Tools List

What happens:

I add pickaxes to the excavation blacklist, then select 'is whitelist' to true as I want only specific pickaxes to work for excavation and shaftination. The excavation whitelist then prevents any axes to work with lumbination, unless I add them to the whitelist under excavation. By adding axes to the excavation whitelist they now work for lumbination, but also perfrom mining shaftination and excavation, which shouldn't happen.

What you expected to happen:

The Excavation blacklist/whitelist should only affect tools for mining, excavation and shaftination features for pickaxe type tools. The list under lumbination should be it's own whitelist and not affected by the excavation tool list.

Does this issue occur on a server or single player world?

Steps to reproduce:

1. Add 'minecraft:stone_pickaxe' to the excavation blacklist.
2. Set blacklist is whitelist to 'True'
3. Lumbination should have atleast one axe in it's approved ID's, for example 'minecraft:stone_axe'
4. Now no axes perform lumbination.
