Add Scoped Access configuration feature to Admin Console

I am Kits admin trying to add a new scoped access group to Kits but there's no way for me to do it - I have to ask a developer to do it. This slows down the process of giving staff access to Kits to work on behalf of faculty and their programs.

Who should we (the Kits project team) to learn more about adding a scoped access feature to the Admin Console?

Questions
Who will do this task? Only Kits super admins?

Assumptions
Showing the policy group ending, the subjects that a policy group is scoped to, are the data we need to show in the feature. Capabilities for the feature are Create new group, modify group, and remove group. Modifying includes editing the subjects a scoped group is allowed to access. What else should a kits admin be able to edit through this feature?

Just handling this through Group Manager policy groups and support groups. Will re-visit if needs change.
