kits on kits-test showing official roster participants in course kits as manually added/removable

Describe the bug
Kits that are set up through clicking Add Participants in Sakai are showing official roster members as manually added/removable on kits-test.

To Reproduce
Steps to reproduce the behavior:

1. Go to Sakai-test.
2. Click on Worksite Setup and create an official course.
3. Once course site is set up, go to Add Participants.
4. Members in the official course roster appear as manually added/removable in the official course kit.

Expected behavior
Official course members should not be removable in an official course kit.
