Expanded Stellaris Traditions' Liberty Tree Not Working

Describe the bug
Liberty Tradition tree from Expanded Stellaris Traditions does not show any traditions, when you adopt it you cannot adopt any of the additional perks either.
To Reproduce
Open the tradition tree and look at Liberty, you can adopt but there are no other perks afterwards.
Expected behavior
The tradition tree should show all the perks.

Additional context
From reading the mod page it seems this was a known issue due to some changes in version 3.0.3.
There was a fix that involved the \common\traditions\est_liberty.txt file and changing the wording of "has_migration_control = yes" to "has_migration_control = { value = yes } ". The original mod has already done this change in an update so it seems something else in the mod list is overwriting this fix.
You commented already on discord but putting it here also, will do so for other bug reports in the future.
Found the problem, the More Authorities - EST Patch https://steamcommunity.com/sharedfiles/filedetails/?id=2466304488 has not been updated with the patch 3.03 changes to has_migration_control = so not a bug for the collection but a bug for the More Authorities EST Patch mod.
