Add RATs Requested and Fulfilled to Stats Page

We need new columns in the stats page for RATs and fulfilled (donated and needing funding not needed as they're all provided by Canadian Red Cross). The field in the DB is testAmnt.

Of course, I'm neutral on the visual arrangement of the stats page, so if changing the layout makes more sense, I'm good with that. FEs go nuts! ^_^
