Can be discussed in next meeting or here.
Suggest (mainly for the purpose of prohibit rules) that we have an optional freetext notes field that can be issued alongside any flow measure. In the case of a prohibit, this would allow people to put things like re-route options into the notes to make it easier for controllers to suitably re-route.
