Ambiguous expired notices

I appreciate these have the measure identifier infront of them, however it's quite possible that FIRs issue measures like these with multiple optional filters. A notification of an expired measure could easily be misinterpreted.

I would suggest that we either notifiy the measure as expired with only the identifier (forcing them to look it up), or preferably include optional filters in the expired/cancelled messages, just to make it very clear which measure has been ended.
