vcpkg: Bump xmplite to 4.5.0

otherwise it will not be considered for the build (4.5 first version with working vfs support)

just noticed that libxmp has a CMakeLists.txt now. So this should be also used now...

also icu broken again in our vcpkg build. Needs a mingw fix

Moving this to "someday later". xmp got CMake support by now but no release yet...

Can only take years 🤔

somebody else did it for me ;)

Have to update xmp-lite to xmp though.
