Dependency locking is broken for `org.jetbrains:markdown`

Describe the issue

There is a problem with our dependency locking mechanism, that reports:
:build-conventions-secant:test: Resolved 'org.jetbrains:markdown:0.7.3' which is not part of the dependency lock state

Can you reliably reproduce the issue?

Any Gralde sync action with dependency locking on will produce this sync error.

Any extra information that might be useful in the debugging process.

We are waiting for the upcoming Gradle, AGP, and Markdown dependencies update.
