Cross-version compatible compiling system

Bash is sad for windows. In the future, we might want to transition to something like Spigot's BuildTool

A slight problem with that is that we would also have to replace the build scripts in paperspigot

Can you check to see if you can compile sportpaper on windows from a directory without spaces in its path?
