Unable to enchant Items - does not work consistently.

- Throwing an item with an ender eye on an ender chest does not add the vein miner enchantment. attempted this with Diamond, Netherite tools, with and without enchantments already applied.
- Holding shift and clicking something to vein mine it does not work consistently tested and verified that is the case on Dirt, Sandstone, sand and trees.
