Can't view window buttons of natives apps in Xfce

I can't view the buttons normally in the top-right corner in native Xfce apps, such as Settings with a Sweet theme.

- Resolution: 1366x768
- DE: Xfce 4.16
- WM: Xfwm4
- WM Theme: Juno-standard-buttons-v40
- Theme: Sweet-Dark-v40 [GTK2], Adwaita-dark [GTK3]
- Icons: Sweet-Rainbow [GTK2], nuoveXT2 [GTK3]

I have found this to also be an issue with the native radial menu buttons. They are not showing.
