Initial Implementation

This issue is to capture the initial implementation of the lowball auth provider that works with an LDAP / AD system.

For initial implementation the goal is "one way" authentication interactions. IE we will not focus our efforts on making changes from the lowball auth provider back to the ldap / ad system (the optional methods for a lowball auth provider).
