Water mills were suggested in issue #5, remaking here to separate into one issue per topic

This is possible (and should be easy) with the new energy system so no more messing around delaying it, it's set for a v0.8 release and that's that, unless there's large opinion against it. Which I doubt, does anyone else read these? :P

Now 5x5 instead of 3x3
Supports different flow patterns (overshot, breastshot, undershot) which have different outputs
Wheel speed dependent on flow speed, so water makes the wheel spin faster than lava

I'm going with a steampunk level of tech on my server, windmills and waterwheels are exactly what I want.
