Implement pop-out chat messages

Would it be possible to implement pop-out chat message ? It's supposed to be a core functionality that is or is not available depending on if the game system has implemented support for it.

I feel it would be really useful to keep track of certains messages and/or recurring power without having to scroll up each time it's needed.
