Grinder does not generate 2 grit when output slot is not empty

Environment: Fabric 1.16.4
Expected behaviour: Grinder should always produce 2 grit from an ore block.
Actual behaviour: Grinder only produces 2 grit when the output slot is empty, 1 grit otherwise
