Bug Description

When fire-spread is set to deny, Dispenser is unable to activate the portal with "Flint and Steel".

Expected Behavior

When fire-spread is set to deny, Dispenser can activate the portal using "Flint and Steel".

Reproduction Steps

  1. ...fire-spread is set to deny
  2. ...Dispenser uses "Flint Andersteele" to activate the portal

My server global fire-spread is set to deny, and I don't want the fire to break the block
I have some machines, I need to get the Dispenser to use "Flint and Steel" to open the portal.
I don't think fire-spread should intercept Dispenser from igniting a flame with Flint and Steel😭

For example, the player can still use Flint and Steel to light a flame, but it will naturally extinguish over time
I think that's the right way to deal with it

I've now set /gamerule doFireTick to false
The downside is that the fire doesn't go out naturally
