I can confirm it work on win with torch cu118 + numpy==1.22.4 + matplotlib==3.4.3 + Cython==3.0.8 in x64 Native Tools Command Prompt for VS 2022.
python gen_t2m.py --gpu_id 0 --ext exp1 --text_prompt "a cat crawl on ground." used 1GB Vram
