While starting the order itself is really important.
If you are roman the order will be mixed by the bot as the bot upgrade resource fields while mabye there is a building leveled up.

Choices to fix:
(1) Choose the tribe manually to "fix" that
(2) Give romans a chance to deactivate that during the first 2 days
