Get ibeis on travis

Utool is on travis, although it is likely an imperfect configuration. But it should provide a starting block for how it can be done.

Vtool is almost on travis, but it has some unsolved issues.

The task is to solve these issues specifically for the ibeis repo and then extend the solutions to the other x-tool repos.

 ./super_setup.py build develop 

should be useful to setup dependencies, but may need some fixing.

It would be nice to find an easier way getting opencv / qt / other heavyweight libraries
