Add a proper setup process for reaction roles

We need a way to properly set up reaction roles. Ideally, we should be able to post a message, and attach listeners to that message by id.

Tasks:

• Add a slash command to add a reaction role to a different message
• Store reaction role info to the database
• Reattach reaction listeners at bot launch and perform actions on missed reactions
