Doc: Process Air Orders workflow - mismatch on name of GP tool

THe Process Air Orders workflow references the 'Airspace Coordination Order' tool, but that tool is called 'Airspace Control Order' in the toolbox.
Either the doc or the name of the tool should be corrected to be consistent.
