[5] Create Alerts for Range Domes

User Story

• As an operations officer, I have the ability to be alerted when an aircraft flies into a range dome, so I can alert that aircraft and take the proper precautions.

Acceptance Criteria

• An incident detector geoevent processor configured to send a new feature to the map and send an email with the relevant information (combining the attributes of the two features, the aircraft and the range dome.
• Alerts list widget created and added to dashboard. 

Unknowns:
Is GE z aware?

Does GE have ability to do alerts based off of 3D? No

Take footprint of range dome as unextruded circle, may have to reconfigure the tool to get the 2D output

spatially aware of its size - anything flying through might not trigger an alert?

Does range domes know its size?

ideal - Make a cylinder - circle with a height
2D circle + height
