Support harvesting into CSW-T

Add option to harvest metadata from the supported sources into an OGC 2.0.2 CSW Transaction enabled catalog. This would use the insert, update, delete transactions, combined with getrecordbyid.

The user interface for this output broker would include fields like:

  • title
  • URL
  • username/password
  • CSW version (start with 2.0.2, future enhancement could add 3.0.0)
