Geoportal - Why do some users not have the ability to edit/download metadata if they are the owner/admin

Hello,

I am facing an issue where I cannot seem to edit/download data on Geoportal with the owner/admin account. However, when I upload new data with a different account that has the same permissions, the option is available to edit/download.

Is there a reason why I can't edit/download the older data and do I have to change any permissions on the accounts?
