jail the offline player does not work properly

Bug description

When I /jail the offline player, after that player join, that player does not teleported to jail and can break/place block(but can't teleport)

Steps to reproduce

1. /jail any offline player
2. that jailed player join server
3. that jailed player bypassed teleport to jail

Expected behaviour

if offline player jailed, that player should teleport to jail when join server if that player did not teleported to jail before.

Actual behaviour

wroted on up.
