Add ability to include settings as a deployment step

Need to be able to export/import robots.txt & hostname redirect settings.

Settings can be defined within the settings step that's available out the box. See https://github.com/EtchUK/Etch.OrchardCore.ThemeBoilerplate/blob/master/content/Recipes/Studio-FeaturesAndSettings.recipe.json#L165.
