Hostname Redirects: URLs with encoded query string parameters cause infinite redirects

When the Hostname Redirects module is enabled and you have a query string parameter with URL Encoded values you will see a redirect loop as it tries to redirect to the non-encoded version then comes back into the redirect check as encoded again.

This is the cause of #21 and of being unable to edit Layers with spaces in the name.
