Implement My Pathway priority listing

When a pathway on my pathways is displayed we should list or add an option to list so that it prioritizes pathways that are closest to completion. How this is defined might be tricky but we should at least be able to list fully completed (3 completed courses) pathways at the top of my pathways. How we define the priority of an in progress pathway (like 2 in progress 1 planned vs 1 completed 1 InProgress 1 planned) will need to be decided later and can possibly be done in a later issue/PR.
