IPv6 address not pingable

Hello,
I have this IPv6 configured in /data/config,ini. This IP is not pingable mainly because my f-stack app doesn't receive Neighbour Solicitation message and hence it remains undiscovered.
But when my f-stack app initiates a connection, then it becomes pingable.
Maybe I have to configure multicast address but not sure how to do that.
I have promiscuous mode disabled.
Any help would be appreciated.

setting promiscuous to false was mistake
