allow mods to rate/unrate and hide/unhide mods

We currently are able to hide/unhide and rate/unrate maps via the mod client
There is a tab for the mod section too but it's not implemented yet (greyed out)
Would be nice if we could rate/unrate mods and hide/unhide them similar to how it works with maps
