Add option for automatically applying the best PerfOptions.ini settings

As most people may know, usually when you launch Freelancer for the first time, you won't get the best settings by default. For instance, usually you get a very low 4:3 resolution even though your monitor can do way better than that.

We should automatically create a PerfOptions.ini file if it doesn't exist yet and add the best settings. It'd also be a nice idea to automatically try to get the user's resolution and enter that in the .ini file. If a PerfOptions.ini already exists, apply the best settings, but don't touch things like gamma or sensitivity.

Of course all of this should be optional (a checkbox somewhere at the end of the installation).
