Instance settings test scripts don't reflect the new settings location

It looks like you moved the instance settings from Moodle default settings page to your own, but the Behat test scripts haven't been updated to reflect this (instance_settings.feature)

Sorry. I was wrong. There's a different issue which I think is more Moodle 4 related.
