I've still been working on this issue. There is a possibility of using the HERE geocoder. They have an autocomplete functionality in place with their geocoder service.

Still trying to use the ESRI geocoding suggest functionality, but I am needing to build a geocoding autocomplete search bar from scratch.

While this is still a possible route, we're just going to split the search functionality into two pieces for the time being.
