Global ram allocation does nothing, have to allocate ram using modpack settings

Describe the bug

As per my title, the global ram allocation is currently bugged. No matter how much I change the allocation, the total ram allocation always represents the modpack's setting allocation, not the global allocation.

Steps to reproduce

1. launch modpack
2. preview the loadup to where to see minecraft in its booting phase
3. note ram usage. repeat 1 and 2 while changing the global allocation, you will see no change.
4. go into modpack settings to see ram allocation, you will see that the modpack specific allocation and the minecraft instance will match

Expected behaviour

I expected my allocated ram to increase, not remain the same
