[Bug]: Stone Hammer does not work

What's your issue

When attempting to use the stone hammer to get additional blocks (dirt, gravel, sand, etc) it does not work. It will break blocks, but not change them and if used to break stone will result as if you had punched stone (no drop). Both right and left trigger attempted to make sure.

Steps to reproduce

Craft a stone hammer, use stone hammer on stone.
