[Bug] When 100% is reached, an empty file is still send with `/missing`

What happened?
When using the missing command, if the pack reached 100%, the bot sends an empty file (which is useless)
To reproduce
Use this command /missing pack:Faithful 32x edition:Java version:1.18.2
