Seems to require WXTools, should mention that when you point out py2 wont work.

Hello!
Regionfixer doesn't requiere wxtools. You might have tried to run the GUI, which is deprecated. As far as I know regionfixer only needs python 3.x to run. If you are running the GUI you downloaded a reaaaally old version of regionfixer.
The GUI code is still there just in case one day I want to update it, but for now it doesn't work.
