Support having no build

If I have a single js file / css file which I have in /public already, n-makefile has no way to create a hash for them.

hmm, good point. that's going to be tricky to fix.

It's not too bad a problem now given the build is so fast, but a bit of a pain nonetheless. UPgrade path is simple too
