github `tag.yml` action not work

Summary of Bug
I think we need to replace deprecated option of goreleaser and change secret github token name.

Finschia v1.0.0
Steps to Reproduce
When the tag is added in this repository tags.yml github action is executed. But the process failed because I think this action use deprecated option of gorelease and wrong github token. I think we need to replace it. (https://goreleaser.com/deprecations/#-rm-dist)
