Release decimal-java to maven central

Things that need to be done before this is possible:

  • Request permission to deploy artifacts to org.firebirdsql at sonatype (current permission only includes org.firebirdsql.jdbc)
  • Modify build to generate/deploy Maven artifacts

Permission extended to org.firebirdsql, prepared build to release artifacts, and released version 1.0.0-RC-1 to Maven.
