Add split rate to Single Feature Forecaster spreadsheet

To match what i teach, add the sample splitting low and high bound logic to the single feature forecaster. Default it to 1-3 times and add a tip on how and why to set it.

Done. Added to version 1.3. Added new fields on the forecast page, and updated the initial formula in the monte carlo hidden page.
