Standard section 4: Conformance

Section 4: Conformance of the C standard is very small, but we cannot mark it as supported before we support the #error preprocessor directive, as required by paragraph 4:

The implementation shall not successfully translate a preprocessing translation unit containing a #error preprocessing directive unless it is part of a group skipped by conditional inclusion.
