Add Static Severe Thunderstorm Watch Info Page

A page that would come up whenever a Severe Thunderstorm Watch was in effect was this:
It should appear after the flashing watch page and only appear if a Severe Thunderstorm Watch is active

There's still one problem with this page: it was set to left aligned, but for full width text. Can you adjust for left aligned 8x32?
