Support basic CTCP commands

Currently, we don't handle CTCP messages properly. We should at the very least support VERSION and ACTION, though it would be best to support everything.

After reading the CTCP spec, I've decided to only support basic commands like ACTION and VERSION for now. CTCP needs to be taken out back and put out of its misery, but for now we have to support it.
