Tell Telegram when connection to IRC has been lost & shutting down

Currently TeleIRC only tells Telegram when it gets reconnected to IRC by sending the topic. It would be nice if there were clear notifications like:

• Connection to IRC lost.
• Reconnected to IRC, the current topic is: <insert the actual topic here>

And when talking about that, it would be nice to know at Telegram when the bot shuts down and starts again. IRC sees quit and join, but Telegram sees nothing.
