Cannot scroll on codespace setup page

On the right there is a scroll bar that cannot be scrolled and I cannot use the scroll wheel to scroll down the page. I must click the navigation headings in the top right to make the page scroll down to the section.

Correction, I can only scroll the page down when my mouse is inside the middle of the page where the content is. To the left of the Introduction or the right of the paragraph text underneath it I cannot scroll.
